Kasulu District Council in collaboration with Tanzania Health Promotion Support (THPS)is executing the PEPFAR/CDC backed AFYA HATUA (Sustain Treatment, Enrolment, and HIV Prevention – STEP) initiative in Kasulu DC. The initiative seeks to provide individual-focused, thorough facility and community-oriented HIV prevention, care, and treatment services for populations in this region to aid in controlling the country’s epidemic.

Position Title: Community HIV Tester & Counselor Trainee (2 Openings)
Supervised by: Head Medical Officer and Field Officer for Community Services
Primary Job Role: Collaborate with Facility Supervisor, the Community Clinical HIV Tester & Counselor Trainee, and other pertinent personnel to conduct and supervise all HIV counseling and testing services within the community of the facility’s catchment area.

Kasulu District Council is a local government authority located in the Kigoma Region of Tanzania. Primary Duties:
  • Ensure provision of HIV community testing counseling and testing services adheres to national algorithm, guidelines, and operational protocols.
  • Prioritize and offer Community Index Testing and Social Network Testing Strategy (SNS) to all TX_NEW clients, clients with high viral load including low level viremia (LLV) clients, IIT/RTT, and among KVP reached/enrolled into prevention services.
  • Strategically integrate Index Testing and SNS methods across all other HIV testing methods.
  • Perform risk assessment for HTS and Intimate Partner Violence (IPV) during Index testing services.
  • Assist Community Peer Educators, Community Expert Clients, and Community Volunteers in identifying hotspots with populations at high risk of HIV infection and in facilitating demand creation, referral, and linkages to comprehensive HIV combination prevention, care, and treatment services.
  • Provide adherence counseling services to all newly diagnosed HIV clients prior to referral and linkages to care and treatment services.
  • Ensure all new PLHIV are connected and registered in care and treatment services.
  • Facilitate provision of HIV prevention services to clients who test negative for HIV (e.g., PrEP, PEP, SBCC, HIVST, condom programming, VMMC, STI, TB, and family planning services, etc.).
  • Assist in monthly forecasting, quantification, and reporting of rapid test Kits to maintain a steady supply.
  • Engage in proficiency testing IQA/EQA.
  • Ensure accurate documentation, compilation, and submission of program data as required.

Required Qualifications, Experience, and Skills:

  • Diploma in Clinical Medicine, Diploma in Nursing (EN/RN/ANO), Diploma in Medical Laboratory Technology.
  • Possession of a valid practice license.
  • Possession of a non-Laboratory HIV Testing certification is advantageous.
  • Minimum one-year experience in HIV Testing and Counseling.
  • Proficiency in HIV/AIDS interventions in accordance with national guidelines.
  • Effective communication skills to ensure clear understanding of HIV/AIDS by clients.
  • Ability to conduct sensitive, empathetic interviews and conversations that uphold the dignity and diversity of clients.
  • Capability to work independently with minimal supervision.
  • Fluent in Kiswahili and English.
  • Ability to manage multiple and conflicting priorities and meet strict deadlines.

Experience Duration: 12 months
