ToR for MELA Manager
The Monitoring, Evaluation, Learning, and Adoption Manager (MELA Manager) will be responsible for designing, coordinating, and implementing the monitoring and evaluation, research, and learning framework of projects. The MELA Manager will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. Additionally, the MELA Manager will provide technical assistance to the implementing agencies, particularly in relation to monitoring and reporting. The MELA Manager will report to the Uwezo Executive Director.
Key Responsibilities:
- Monitor all project activities and progress toward achieving the project output.
- Additionally, install a MELA culture within UWEZO staff and partner staff.
- Furthermore, develop a project monitoring plan (PMP) in line with project documents.
- Moreover, conduct capacity assessments on existing monitoring and evaluation systems, develop indicators, and a monitoring strategy for the project.
- provide input, information, and statistics for quarterly, annual, and other reports to the Project Management Team.
- Likewise, participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.
- Similarly, assist in coordinating across the available components of the project to ensure effective implementation of MELA.
- support research and advocacy work through data collection, analysis, and generating strategic working documents.
- Support program staff to produce quality donor and government reports of all Uwezo reports before sharing them with external stakeholders.
- Serve as the key writer of fundraising documents, including proposals, project profiles, and Uwezo Tanzania profiles.
- Perform other duties as required.
Qualifications and Experience Requirements:
- Bachelor’s degree or higher in Project Management, Monitoring and Evaluation, or related fields.
- At least 2 years of work experience in monitoring and evaluation of development programs.
Knowledge, Skills, and Abilities:
- Proficiency in Windows Excel and quantitative analysis.
- Experience in program design and MEL plan development.
- Ability to design MEL tools, surveys, surveillance systems, and evaluations.
- Demonstrated ability to train and build the capacity of others in a non-governmental organization.
- Ability to create effective and efficient systems for gathering and analyzing complex data.
- Effective communication skills, both verbal and written, in Kiswahili and English.
- Willingness and ability to travel extensively within Tanzania.
