The Kigoma Region in Tanzania is set to benefit from a transformative climate resilience project, spearheaded by a collaborative effort among the United Nations High Commissioner for Refugees (UNHCR), VPO Vacancies 2024, the Kigoma Regional Secretariat, the National Environmental Management Council (NEMC), and the Tanzania Forest Services (TFS). The initiative, titled “Building Climate Resilience in Kigoma Region,” is funded by the Green Climate Fund (GCF) through the United Nations Environment Programme (UNEP). This ambitious project aims to address the adverse impacts of climate change in the region through sustainable land management, conservation practices, and climate-smart agricultural initiatives.
Scheduled to run from 2024 to 2028, the project will focus on the districts of Kasulu, Kibondo, and Kakonko. Its ultimate goal is to enhance resilience among both the host and refugee populations in Kigoma by integrating ecosystem-based approaches into regional planning and development.

As part of this groundbreaking project, the Vice President’s Office is inviting applications for several key positions. These roles offer an opportunity to contribute to climate resilience and sustainable development in Tanzania.
1. Project Manager
Location: Kigoma
Contract: 1-year, renewable up to 5 years
Start Date: December 2024
Responsibilities:
- Lead the Project Management Unit (PMU) and oversee daily project operations.
- Prepare and monitor work plans, budgets, and performance reports.
- Coordinate with stakeholders, ensuring compliance with UN and GCF policies.
- Provide strategic leadership and manage risks adaptively to ensure project objectives are met.
- Supervise project personnel and consultants, ensuring high-quality outputs and accountability.
Requirements:
- Master’s degree in environmental management, natural resource management, or a related field.
- At least 7 years of experience managing donor-funded projects, including 5 years in climate change adaptation or similar fields.
- Strong leadership and problem-solving skills, with excellent communication abilities.
- Fluency in English and Kiswahili.
2. Financial Management Specialist
Location: Kigoma
Contract: 1-year, renewable up to 5 years
Start Date: December 2024
Responsibilities:
- Develop and monitor annual budgets and financial reports.
- Ensure financial compliance with GCF and UNEP guidelines.
- Maintain accurate financial records and oversee cash management.
- Provide training to team members on financial systems and controls.
Requirements:
- A degree in finance, accounting, or related fields.
- At least 5 years of experience in financial management for donor-funded projects.
- Proficiency in budgeting, reporting, and auditing processes.
- Strong record-keeping skills and attention to detail.

3. Procurement Specialist
Location: Kigoma
Contract: 1-year, renewable up to 5 years
Start Date: December 2024
Responsibilities:
- Oversee procurement planning and execution, ensuring adherence to UN procurement guidelines.
- Manage contracts, monitor vendor performance, and maintain asset inventories.
- Lead the preparation of tender documents and evaluation of bids.
- Provide advisory support on procurement policies and conflict resolution.
Requirements:
- Degree in procurement, supply chain management, or related fields.
- Minimum of 5 years of experience in procurement for large-scale projects.
- Familiarity with UN procurement procedures and regulations is an advantage.
- Fluency in English and Kiswahili, with excellent organizational skills.
