In order to assist CRS’s interactions with institutional funders and initiatives, you will oversee the creation of superior applications and proposals for the CRS East Africa Region, with an emphasis on cost proposals. This role will be held by you as a Budget Development (BD) Specialist II. With your knowledge and abilities, you will be able to help cross-functional teams and disciplines in all aspects of the BD cycle.

Responsibilities:
- Provide BD expertise in positioning, capture planning, and proposal preparation for particular opportunities with institutional donors (government and intergovernmental award issuing organizations, as well as foundations, corporations, and other awarding non-governmental organizations), with a focus on pricing strategy and cost inputs.
- Organize the processes involved in developing cost proposals so that they are developed in a timely manner and meet donor requirements, relevant laws, and the technical and financial standards of CRS. Oversee and assist with the budgeting process for proposals, and make suggestions to create a proposal that is competitive.
- As the budget lead for proposal teams, coordinate inputs from technical, management, local finance, and partner staff to create a thorough budget and budget story that is competitive in terms of cost and responsiveness.
Qualifications:
- A bachelor’s degree in finance, economics, international relations, international development, or a similar discipline. A master’s degree is recommended.
- Five years minimum of experience in international development, with a minimum of three years spent working in a poor countries.
- Five years of budgetary experience in proposal development and acquaintance with USAID.
