The Director of Programs (DOP) is responsible for overseeing and providing technical leadership for projects implemented by Pathfinder in Tanzania. This role includes supervising and delegating authority and resources to Senior Portfolio Technical Advisors and Project Managers. The DOP ensures high-quality project execution, alignment with global standards, and implementation fidelity, while overseeing project budgets and staying abreast of new developments in technical areas supported by Pathfinder. As a member of Pathfinder Tanzania’s Senior Management Team, the DOP contributes to overall organizational leadership, compliance, ambassadorship, and program portfolio growth.

Key Responsibilities:

Project Management:

  • Define program/project cycle and support SPTAs in managing the project lifecycle from proposal writing to closeout.
  • Lead work planning, organize, and support the implementation of program activities to align with organizational goals.
  • Prepare and review program/project reports on activities, achievements, and challenges for stakeholders.
  • Identify potential risks, develop mitigation strategies, and adjust program plans as necessary.

Financial Management:

  • Collaborate with finance teams to allocate resources effectively, monitor expenses, and ensure budget adherence.
  • Review and approve program/project expenditures as per the approved budgets.
  • Prepare timely financial reports for programs/projects.

Staff Supervision and Development:

  • Manage performance of Senior Portfolio Technical Advisors and Project Managers.
  • Provide leadership, mentoring, and professional development opportunities.
  • Foster a culture of continuous improvement, innovation, and adaptation to meet changing needs and emerging trends.

Strategic Planning:

  • Develop program strategies and long-term plans with senior management and stakeholders.
  • Contribute to the strategic direction by identifying programmatic opportunities and assessing their feasibility and impact.

New Business Development:

  • Lead or contribute to technical designs of new projects during proposal development.
  • Solicit strategic partnerships with local and international organizations.
  • Lead and/or contribute to technical writing.

Policy and Compliance:

  • Stay updated with relevant laws, regulations, and policies affecting program implementation.
  • Ensure program compliance with internal and external policies, including legal and ethical standards.

Stakeholder Engagement and Ambassadorship:

  • Nurture relationships with program partners, funders, government agencies, and community organizations.
  • Cultivate relationships to facilitate collaboration, secure funding, and promote programmatic goals.

Competencies / Attributes:

Leadership: Mastery in health service delivery and proven senior management skills, including strategic plan development and implementation. People Management: Ability to lead and manage a cross-functional team in a matrixed organization. Project Management: Proven ability to plan and manage cross-functional initiatives with minimal supervision.

Self-Management and Teamwork: Ability to work independently or as a team member, manage stress in a fast-paced environment, and adapt local practices to global standards. Communication Skills: Advanced oral and written communication skills in Kiswahili and English. Public Health System Knowledge: In-depth knowledge of Tanzania’s public health system and health systems strengthening.

Policy Issues: Mastery of strategic communications with the public sector and policymakers regarding SRHR and PHE. Analytical Skills: Ability to filter, prioritize, analyze, and validate complex alternatives, exercise independent judgment, and make sound decisions. Relationship Management: Proven ability to manage donor relationships and influence key stakeholders.

Advocacy: Mastery of advocacy skills in development sector projects. Public Sector Budget Process: Knowledge of budget formulation in the public sector. Bids and Proposals: Ability to prepare bids and proposals in response to funding requests. Software Applications: Advanced knowledge of Microsoft Office applications.

SRHR Services: Knowledge of family planning and reproductive health services, program strategies, and indicators. Analysis and Judgment: Advanced analytical skills, ability to make sound judgments, improve processes, and ensure accuracy. Confidentiality: Proven ability to maintain confidentiality on work-related issues.

Minimum Education and Job Experience:

Master’s degree or higher in public health, health policy, or related social science fields. At least 10 years of experience in providing technical leadership, program development, and management in an NGO setup. Expertise in SRHR, Climate Resilience, RMNCAH, AYSRH.

Knowledge of Health Systems Strengthening, community-based programming, and documentation of best practices. At least 5 years of experience in a senior leadership position, particularly in NGOs. Experience overseeing or working on programs funded by multiple donors.
