The International Fund for Agricultural Development (IFAD) and the Government of the Republic of Tanzania (GoT) have entered into a partnership agreement to enhance the livelihoods of rural communities through a project focused on smallholder dairy producers. The project aims to transform the dairy value chain to improve livelihoods, increase food safety, and mitigate the dairy sector’s impact on climate change.
Project Objectives
Development Objective: Improve income, climate resilience, and nutrition of smallholder dairy producers, enhancing their participation in a competitive and safe value chain.
Outcomes:
- Increased climate-smart production, productivity, and resilience of dairy smallholder production systems.
- Improved market access for smallholder farmers and reduced environmental footprint of the dairy value chain.
Project Scope
Target Areas: Mbeya (Rungwe, Mbeya, Mbarali), Iringa (Mufindi, Kilolo, Iringa), Njombe (Njombe, Makete, Wanging’ombe), Tanga (Lushoto, Muheza, Korogwe, Pangani, Tanga), and Morogoro (Mvomero, Kilosa, Morogoro rural). In Zanzibar, the targeted areas include Unguja (West A, West B, Central, North A, North B, and South Districts) and Pemba (Wete, Micheweni, Chakechake, and Mkoani districts).
Beneficiaries: 120,000 households representing 600,000 people, with 40% women and 30% youth.
Management and Coordination
The project will be managed under the Ministry of Livestock and Fisheries (MLF) with coordination from the Ministry of Finance and Planning, Vice President’s Office (VPO), President Office-Regional Administration and Local Government (PO-RALG) for mainland, and the First Vice President Office in Zanzibar.
Job Opportunities
The Ministry of Livestock and Fisheries Office is recruiting suitable candidates for the following positions within the C-SDTP project, supported by IFAD:
1. Project Coordinator (PC) – Dodoma
Responsibilities:
- Oversee the effective implementation, management, and coordination of project activities.
- Provide technical support to district teams.
- Develop and manage project strategy and methodology.
- Ensure project performance aligns with financing agreements and related procedures.
- Develop an expert understanding of IFAD’s project performance indicators.
- Manage funds and report on project progress.
Qualifications:
Master’s degree in Animal Science and Production, Agriculture Extension, Veterinary Medicine, Agriculture Economics and Agri-Business, or related fields. PhD is an advantage.
10 years of experience in planning, coordination, and management of agricultural or rural development projects.
Skills in business negotiation, communication, public relations, and human resources management. Proficiency in English, Kiswahili, and main office software.
Duration: 5 years on a yearly performance-based contract, with a 6-month probation period.
2. Dairy Value Chain and Market Specialist (DVCMS)
Responsibilities:
- Support field implementation of C-SDTP activities in the dairy value chain domain.
- Conduct dairy enterprise training needs assessments.
- Identify new business models for dairy input services.
- Contribute to the preparation of Annual Work Plans & Budget (AWPBs).
- Integrate and mainstream the enterprise approach and market-oriented smallholder dairy development.
- Propose recommendations for value chain improvements.
- Assist in sourcing and procuring new technologies and training.
- Prepare necessary reports for the Project Coordinator and IFAD.
Qualifications:
- MSc in Dairy Science, Dairy Technology, Animal Science and Production, Agricultural Economics, or Agribusiness.
- 10 years of experience in rural development and dairy industry.
- Experience in dairy processing, marketing, technology management, and quality control.
- Strong verbal and written communication skills.
- Proficiency in office software.
Duration:
5 years on a yearly performance-based contract, with a 6-month probation period.
