Qualified Public Service officers are encouraged to apply for a PhD program to be undertaken in the People’s Republic of China. The relevant college or university that offers the specific PhD program is included to this notice (see attachment 2).
The People’s Republic of China’s government will cover all training expenses under this program, including overseas travel expenses for both ways, tuition, lodging, emergency medical care, book allowance, and study tours.
Application Eligibility
- Should be a public servant.
- Be under the age of 45.
- Should have at least three (3) years of working experience in the public sector.
- Possess an excellent knowledge of both spoken and written English.
- Applicants should apply for PhD programs related to their field work.
- Maintain healthy physical and mental health.
- Application forms should be typed (typewritten).
- Public workers from higher education institutions/ universities are strongly encouraged to apply.

Application Materials Required / Supporting Documents
- Fill out the university’s application for foreign students, included in the corresponding enrollment booklet.
- Fill out the application for the Chinese Scholarship.
- Physical examination document, fully completed, signed by the physician, and sealed by the hospital; includes detailed results from blood tests and a chest x-ray.
- Authorization letter to the Permanent Secretary, Public Service Management and Good Governance, from the applicant’s employer

- A research proposal or study plan, together with a résumé that details one’s post-high school education and job history,
