The IFC is currently seeking a highly qualified Resident Representative for Rwanda and Uganda, with the position based in Kigali, Rwanda. The selected candidate will report to the Country Manager of the Tanzania Cluster, based in Dar Es Salaam, Tanzania. This role is critical in executing and operationalizing the IFC’s strategy within Rwanda and Uganda, working closely with stakeholders across the World Bank Group (WBG).

Key Responsibilities

The Resident Representative will be tasked with a variety of significant responsibilities:

Country Operations:

Oversee IFC’s Investment, Upstream, and Advisory activities in Rwanda and Uganda. Ensure effective coordination and management of IFC’s operations within each country. Maintain high standards in project design and implementation. Provide guidance on structuring and negotiating complex transactions. Share accountability for the quality and performance of the country portfolio.

Strategy Development:

Provide strategic direction for Investment, Upstream, and Advisory activities. Collaborate with the Country Manager and World Bank in developing and implementing country-specific strategies. Recommend and promote market creation and regulatory reforms.

Stakeholder Engagement:

Cultivate relationships with key partners, including government agencies, private sector entities, multilateral organizations, and civil society. Develop client engagement strategies to enhance partnerships.

Risk Management:

Monitor and address reputational risks associated with IFC’s activities. Conduct assessments of country and sponsor-related risks.

Business Development:

Lead efforts to generate investment opportunities and identify advisory services projects. Represent IFC in various public and private sector events.

Business Environment Monitoring:

Track macroeconomic developments impacting IFC’s activities. Provide inputs to Country and Regional Industry management teams.

Knowledge Management and Capacity-Building:

Disseminate best practices and lessons learned. Share IFC’s products and solutions with stakeholders.

Office Administration:

Oversee the day-to-day running of IFC’s offices in Kigali and Kampala. Lead and supervise the Rwanda and Uganda Country Teams. Ensure quality control of work products and efficient use of resources.

Selection Criteria

Candidates for this position should possess the following qualifications:

A Master’s degree in Business, Economics, or a related field. Over 15 years of experience in banking, consulting, or relationship management, particularly in private sector development and/or business environment. Experience in investment transactions, client relationship development, and advisory work.

Deep knowledge of country-specific factors, including politics, economics, and regulatory frameworks. Strong business analytical skills, financial analysis capabilities, and risk assessment abilities. Proven track record in developing and maintaining senior-level relationships in both the public and private sectors.

Excellent communication, presentation, and organizational skills. Leadership qualities with the ability to manage teams effectively and encourage innovation. Willingness to travel as needed.
