Shinyanga Region Cooperative Union (1984) LTD (SHIRECU) is a Secondary-level Farmers’ Cooperative Society established in 1984. Located in Shinyanga Municipality, SHIRECU comprises 107 Primary Cooperative Societies (AMCOS) and 38,178 farmers. The union primarily engages in the cultivation of cotton and other mixed crops, including legumes such as peas and chickpeas. Since its inception, SHIRECU has grown into a robust and autonomous cooperative organization and is currently undergoing a significant socio-economic transformation.

SHIRECU invites applications from qualified, skilled Tanzanians to fill the following vacancies:

1. CHIEF ACCOUNTANT (1 Post)

The successful candidate will report to the General Manager. Responsibilities include maintaining books of accounts, financial reporting, supervising the budgeting process, and safeguarding the financial resources of the union.

Duties and Responsibilities:

  1. Supervise the accounts department and ensure accurate accounting records.
  2. Coordinate budgeting exercises and produce budget reports.
  3. Advise Management and the Board on financial matters.
  4. Ensure timely preparation and payment of statutory returns.
  5. Oversee cost control using budgetary and management control methods.
  6. Advise on tax matters to ensure statutory compliance.
  7. Design and implement internal financial controls.
  8. Manage transaction settlements according to authorization mandates.
  9. Monitor cash requirements and position.
  10. Prepare statutory and regulatory reports as per accounting standards.
  11. Provide guidance on accounting and financial reporting.
  12. Prepare and submit management, Board, and regulatory reports.
  13. Perform other related duties as assigned by the General Manager.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Accountancy/Finance or related field.
  2. Recognized accountancy qualification (ACCA, CPA(T)), registered with NBAA.
  3. Minimum of 3 years of relevant experience in a reputable organization.

2. CHIEF INTERNAL AUDITOR (1 Post)

Reporting directly to the Board of Directors and administratively to the General Manager, the successful candidate will evaluate internal controls, corporate governance, and accounting processes, ensuring compliance with laws and regulations.

Duties and Responsibilities:

  1. Review control over financial and non-financial resources.
  2. Ensure compliance with laws, regulations, and directives.
  3. Verify income accounts and expenditures.
  4. Ensure accuracy in office calculations and information.
  5. Audit UNION’s assets and protect them.
  6. Align office activities with the UNION’s mission, vision, and values.
  7. Support implementation of External Auditor recommendations.
  8. Develop and maintain inspection and audit plans.
  9. Provide audit opinions and advice on rectifications.
  10. Perform value checks on development projects.
  11. Conduct other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Accountancy/Finance or related field.
  2. Recognized accountancy qualification (CPA, ACCA), registered with NBAA.
  3. Minimum of 3 years of relevant experience in a reputable organization.
  4. CIA qualification is an added advantage.

3. OPERATIONS MANAGER (1 Post)

The successful candidate will report to the General Manager and oversee operations related to production, processing, and marketing of UNION members’ products.

Duties and Responsibilities:

  1. Advise the General Manager on crop production and operations.
  2. Manage stores and warehouses for crop production inputs.
  3. Plan and implement procurement and logistics for farming.
  4. Coordinate marketing activities for crops.
  5. Provide training to farmers to enhance productivity.
  6. Promote value chains in agricultural produce.
  7. Prepare seasonal budgets for farm inputs.
  8. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Agriculture, Agribusiness, Agro-Economics, Cooperative Management, or related discipline (Master’s degree is an advantage).
  2. Minimum of 3 years of relevant experience in a reputable organization.

4. HUMAN RESOURCE OFFICER (1 Post)

Reporting to the General Manager, the successful candidate will manage all aspects of the employment process, including hiring, training, and supporting employees.

Duties and Responsibilities:

  1. Advise on human resources management activities.
  2. Manage the recruitment process.
  3. Handle compensation and benefits.
  4. Process payrolls.
  5. Coordinate employee training and safety.
  6. Manage disciplinary processes.
  7. Administer pensions and compensation schemes.
  8. Maintain employee records.
  9. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Human Resource Management or related field.
  2. Knowledge of human resource and labor laws.
  3. Minimum of 2 years’ experience as an HR officer in a reputable organization.

5. IT OFFICER (1 Post)

Reporting to the General Manager, the successful candidate will maintain digital infrastructure and provide troubleshooting assistance, registering agricultural information of farmers/AMCOS members.

Duties and Responsibilities:

  1. Advise on IT-related issues.
  2. Register crop production and marketing information.
  3. Develop and manage the UNION website.
  4. Handle the Management Information System database.
  5. Support data entry in the MUVU database.
  6. Implement agricultural information systems.
  7. Facilitate data use for program performance improvement.
  8. Manage social media, uploading videos and photos.
  9. Perform graphic designing duties.
  10. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Information System Management, Information Technology, Computer Science, or related field.
  2. Minimum of 1 year of experience in a reputable organization (experience in Cooperative societies is an advantage).

6. SUPPLY CHAIN OFFICER (1 Post)

Reporting to the General Manager, the successful candidate will manage the procurement process, ensuring compliance with policies and regulations.

Duties and Responsibilities:

  1. Receive and register requests from end users.
  2. Scrutinize terms of reference/specifications.
  3. Supervise the tendering process.
  4. Enforce compliance with Supply Chain Management policies.
  5. Implement effective document control systems.
  6. Compile procurement reports and monitor contracts.
  7. Support procurement function management.
  8. Maintain procurement records.
  9. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree in Materials Management, Procurement Management, Supply Chain Management, or related field (Master’s degree is an advantage).
  2. Holder of Certificate registration qualification PSPTB.
  3. Minimum of 2 years’ experience in a reputable organization.

7. EXTENSION OFFICER (2 Posts)

Reporting to the Operations Manager, the successful candidates will assist farmers in decision-making and implementing best practices for sustainable production and processing.

Duties and Responsibilities:

  1. Provide extension education and services to farmers.
  2. Assist farmers in making better crop production decisions.
  3. Advise on cost-saving farming equipment and procedures.
  4. Ensure compliance with crop standards.
  5. Control crop quality at AMCOS level.
  6. Promote good farming practices and value chains.
  7. Ensure availability and proper use of farm inputs.
  8. Apply agricultural technology and record field events.
  9. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Bachelor’s Degree/Diploma in General Agriculture or related field.
  2. Minimum of 2 years’ experience in a reputable organization.
  3. Expertise in crop production.

8. PERSONAL SECRETARY (1 Post)

Reporting to the Human Resource Officer, the successful candidate will manage diaries, organize meetings, and handle confidential information.

Duties and Responsibilities:

  1. Receive and direct visitors.
  2. Prepare letters, reports, and documents.
  3. Handle confidential and sensitive information.
  4. Ensure working tools and environment are well-maintained.
  5. Manage phone calls and mail records.
  6. Communicate via emails/faxes.
  7. Manage diaries and appointments.
  8. Organize travel and meeting logistics.
  9. Process, file, sort, and retrieve information.
  10. Perform other duties as assigned.

Qualifications, Knowledge, and Experience:

  1. Diploma in Secretarial Studies or related field.
  2. Computer skills with knowledge of MS-Word, MS-Excel, Internet, Email, MS-Publisher.
  3. Passed Shorthand (English) and HatiMkato (Kiswahili) at 80 words per minute.
