TAHA is executing a 5-year USAID-funded initiative named “Tuhifadhi Chakula.” The project’s objective is to minimize food loss and waste and mitigate their climate impacts to improve food security and livelihoods. The project’s interventions cover four main areas: enhancing food handling, storage, and value addition at producer and commercial levels; facilitating market access to ensure agricultural products reach consumers TAHA is looking for a motivated and experienced Tanzanian to fill the position detailed below.
Position: Finance Manager
Reporting to: Chief of Party
Duty station: Arusha, Tanzania
The Finance Manager will supervise the financial activities of the USAID-Tuhifadhi Chakula project, providing financial leadership to ensure efficient management of project resources. The Finance Manager will collaborate closely with the technical and operations teams to ensure adherence to financial policies and procedures.
Responsibilities
- Ensure precise and timely financial reporting, analysis, and forecasting of project funds.
- Develop and manage budgets, financial systems, and controls per USAID regulations.
- Create and implement financial and administrative policies to ensure compliance with USAID regulations.
- Maintain financial management systems for accurate recording and reporting of financial transactions.
- Supervise the payment process to ensure timely payments for vendors, suppliers, and project-related expenses.
- Oversee the procurement process to ensure compliance with USAID procedures.
- Ensure adherence to all USAID rules and regulations.
- Collaborate with the Chief of Party to meet all project requirements.
- Comply with all local tax and legal obligations.
- Prepare and submit monthly, quarterly, and annual financial reports to USAID.
- Develop and maintain systems for reporting and analysis.
- Provide timely and accurate financial reports to the Chief of Party and project team members.
- Work with project partners to ensure financial compliance and proper documentation.
- Offer financial management support and guidance to project partners.
Qualifications and Skills
Degree Level
- Master’s or bachelor’s degree in finance, accounting, business administration, or a related field. Certified Public or Chartered Accounting qualification required.
Experience
- At least nine (9) years of experience managing finance, contracts, and procurement for international development projects of similar value.
- Experience in managing donor-funded procurements and subcontracts/grants.
- Proficiency in USG-funded program management, policies, regulations, and procedures.
