The Universal Communications Service Access Act, Cap 422, which was approved by the President of the United Republic of Tanzania in January 2007, established the Universal Communications Service Access Fund (UCSAF). In April 2009, the Fund’s operational regulations went into effect.

Since not all parts of Tanzania can be profitably served by private companies, UCSAF was established to guarantee that communication services (telephone, ICT, postal, and broadcasting) are available to all Tanzanians. In order to address this, UCSAF is seeking applications for the following jobs from capable and appropriately qualified public servants:

Available Positions and Qualifications

Engineer II

  • Qualifications: Bachelor’s Degree in Telecommunication and Electronics Engineering, Electrical Engineering, Computer Engineering, Information Systems, Network Engineering, or equivalent from a recognized institution.
  • Requirement: Must be registered by the Engineers Registration Board (ERB) as a Graduate Engineer.
  • Number of Posts: 10

2.Planning Officer II

  • Qualifications: Bachelor’s Degree in Economics, Statistics, Agricultural Economics and Agribusiness, Project Planning and Management, Development Economics, Development Finance, Investment Planning, Planning and Community Development, Population and Development Planning, Participatory Project and Management, or equivalent from a recognized institution.
  • Number of Posts: 10

3.Statistician II

  • Qualifications: Bachelor’s Degree in Statistics, Biostatistics, Biometry, Mathematics, or equivalent from a recognized institution.
  • Number of Posts: 10

4.Personal Secretary II

  • Qualifications: Form IV or Form VI Certificate with passes in English and Kiswahili plus a Diploma in Secretarial Studies. Must have passed Shorthand (English) and Hati Mkato (Kiswahili) at a speed of 80 words per minute and possess computer knowledge in MS Word, MS-Excel, Internet, Email, MS-Publisher from a recognized institution.
