The Role:
Reporting to the General Manager, the Resource Mobilization Manager will lead strategic donor engagement and fundraising proposal development. This role involves an entrepreneurial approach to developing and submitting high-quality, high-value donor proposals that align with the Foundation’s priorities and demonstrate value for money.
The manager will identify new funding sources, build staff capacity to develop strategic partnerships with NGOs and private sector organizations, and manage relationships with various partners and fundraising channels to ensure long-term, flexible resources for the Foundation.
Key Responsibilities:
Technical Leadership in Proposal Development:
- Create and execute a Resource Mobilization plan, identifying and engaging new and existing donors.
- Coordinate proposal development to align with the Foundation’s strategic objectives.
- Lead proposal development, including strategy discussions, narrative drafting, and incorporating feedback.
- Establish timelines, assign roles, and identify partners for proposal stages.
- Ensure proposals comply with donor requirements and Foundation policies.
- Manage consortium partnerships for competitive proposals and bids.
- Prepare monthly reports on the pipeline, bid submissions, and outcomes
- Maintain a repository of all submitted proposals.
Donor Intelligence and Funding Opportunity Tracking:
- Gather and share intelligence on funding opportunities and donor priorities.
- Develop and maintain donor relationships and strategic partnerships.
- Identify consortium partnerships and co-funding opportunities.
- Regularly update the funding opportunity tracker.
- Maintain an updated donor database.
Resource Mobilization Strategy:
- Develop, implement, and oversee resource mobilization strategies.
- Present and execute an annual work plan aligned with the strategy.
- Identify new donors across institutional, government, corporate, and private sectors.
- Maintain comprehensive donor files.
Capacity Development:
- Build staff capacity in proposal development and business development efforts.
- Contribute to improving systems for identifying and pursuing new opportunities.
- Promote a supportive learning environment.

Knowledge and Skills Required:
- Excellent writing, reasoning, and analytical skills.
- Experience in capacity building, including training and skills development.
- Understanding of logical frameworks and development strategies.
- Ability to innovate, plan, and execute ideas, and impart knowledge.
- Knowledge of policy/advocacy and communication strategies in resource mobilization.
- Strong interpersonal skills for developing partnerships and coalitions.
- Ability to work independently and in multicultural teams, managing time effectively.
- Proficiency in English and Kiswahili.
Qualifications and Experience Required:
- Minimum Bachelor’s degree in relevant disciplines; Master’s degree preferred.
- At least seven years of experience in senior program fundraising roles with NGOs.
- Proven success in developing proposals for institutional and private donors.
- Experience in research, policy analysis, and project design, monitoring, and evaluation.
